The New Jersey Section of the American Water Resources Association is sponsoring a seminar on the Revised Flood Hazard Area Regulations that were adopted on June 20, 2016.  The presentation will review the major policy changes that have been made to the regulations.  In addition, engineering and environmental concepts and guidelines will be discussed that are necessary to comply with the rules.  Some of the topics that will be discussed include an overview of regulated areas and activities, flood mapping, flood risk assessment, flood storage displacement, riparian zones, permit types, and engineering requirements.  The seminar will be of interest to engineers, scientist, planners and policy makers that are involved in water resources, stormwater management and environmental permitting.

Program Speaker: 

  • Vincent Mazzei PE, NJDEP Supervising Environmental Engineer

Bio: Vince Mazzei, PE, is a supervising environmental engineer with the New Jersey Department of Environmental Protection. He graduated from Stevens Institute of Technology with a bachelor’s in civil engineering, is a licensed professional engineer in New Jersey and Pennsylvania, and has been employed with NJDEP for the past 28 years. Vince is the author of the 2007 Flood Hazard Area Control Act rules, which are the most stringent Statewide flood hazard area and stream corridor protection regulations in the nation. Vince also authored the 2013 emergency rules to facilitate rebuilding after Superstorm Sandy and incorporate FEMA’s advisory flood mapping, as well as the revised flood hazard area regulations that were adopted June 2016.

Vince has presented at over one hundred technical seminars and is responsible for educating the public and NJDEP staff on the contents and implementation of these regulations, which establish design standards for all construction activities within and affecting flood hazard areas and surface waters throughout New Jersey.
